Why it is always 10%

The premium a bail bond agency charges in Washington is set by state regulation and administered by the Department of Licensing and the Office of the Insurance Commissioner. It is not a price any agency sets for itself, which means nobody in the state can legally undercut it.

If an agency quotes you less than 10%, that is worth a second look before you hand over money.

The premium is the fee for the service. It is fully earned and not refundable, whatever the outcome of the case — the charges being dropped does not bring it back. That is different from paying the full bail to the jail in cash, which you do get back at the end of the case, but which ties up the entire amount in the meantime.

The court may reduce the amount of bail and accept a replacement bond issued for the lower amount. Any reduction in the premium or collateral depends on the bail company and surety company rates and policies.
